What We Expect for 2027/28
Based on the government's commitments made at the 2025 Budget and the structure of the new five-multiplier system introduced in 2026/27, here is what businesses can broadly anticipate:
- RHL multipliers frozen in real terms: The government confirmed that the Retail, Hospitality and Leisure multipliers will be frozen in real terms for both 2027/28 and 2028/29. This means no real-terms increase for qualifying shops, restaurants, hotels, and leisure businesses.
- Standard and small business multipliers: These are expected to be adjusted in line with CPI inflation, as is the norm. Exact figures won't be known until the Autumn Budget.
- High-value multiplier: The 50.8p surcharge on properties with rateable values of £500,000+ was introduced in 2026/27 as a permanent structural change. It is expected to remain.
- No further revaluation: The next revaluation after 2026 is not expected until 2029 under the government's plans for more frequent (every 3 years) valuations.
